Function ruledOutVia

The methods a dispatch decided per call does not run when the calls via ran it, the call of the function holding it first, then the call of the function holding that one, and so on.
Parameters
- perCall: readonly CallRuledOut[] | undefined
- via: readonly NodeId[]
Returns NodeId[]
