An argument; location and lexeme come from its name (or else its value) unless over states them.
Parameters
- value: RNode | undefined
  the value, absent for f(x=)
- Optionalname: RSymbol<object, Identifier>
  the argument's name, if any
- Optionalover: { lexeme?: string; location?: SourceRange }
  lexeme/location where the argument spans more than its name or value
