Gets all effective argument from a list of arguments by removing all arguments whose names should be excluded.
Parameters
- args: readonly RFunctionArgument<ParentInformation>[]
  The list of arguments to filter
- excluded: string[]
  The names of the arguments to exclude
Returns readonly RFunctionArgument<ParentInformation>[]
The filtered list of arguments
